September 18, 2003 RE: Time clocks for swimming
pools This is in response to your question regarding the requirement for time clocks for swimming pools. Specifically you ask if the time clock is for heated pools only or for all pool pumps which recirculate water. It is our opinion that the time clock is required for all pool pumps. Energy Conservation Construction Code of New York State (ECNYS) part E504 is entitled SERVICE WATER HEATING and section E504.3 is applicable to swimming pools. However, subsection E504.3.3, time clocks, states that time clocks shall be installed so that the pump can be set to run in the off-peak electric demand period and can be set for the minimum time necessary to maintain the water in a clear and sanitary condition in keeping with applicable health standards. The commentary states: "electric pool pumps must be equipped with time clocks so the pumps can be set to shut off during periods of peak utility electrical demand and set to control the length of time during which the filter runs." This advisory opinion is rendered based upon the information provided. Administration and enforcement of the code are within the jurisdiction of the local authority.
